I agree that hard term limits can be a burden when the people actually want an incumbent because they like the job they are doing. As far as the U.S. Senate goes - what about a term limit system such as "If both senators from the state remain unchanged for a 12 year period (two full terms each) then they must have a runoff between the incumbent senators so that the constituents can choose who they feel is doing the best job."
This leaves one seat open for challengers. After waiting one term the ex-Senator may run for the office again.
Certainly this is a rough idea, but how does that strike people as an idea?

I do belive that term limits do need to be imposed that are determined in some way by the state's voting population. I am not sure if I gather exactly how the two term review that is mentioned would work so I will not comment on that. Great start by even bringing it up though.
